Sizing avatar photo

How can I minimize a photo to appear as an avatar? I can change the pixels but I can't make it smaller in size. Which program do you use and what should be the extension for the file (JPEG, BMP, GIF, etc.)?
1.4 TSI DSG Style - Nevada White, with Panoramic Sunroof, Front Assist, Style Pack, Virtual Pedal, Electric Boot Lid.

You need to reduce the quality which will reduce the size. There is a programme (free)...PhotoScape, which can do this if yours won't do it.

90 x 90 is the target.

Picasso editor on a PC is the one I used for it but I think Google might have withdrawn it this year.

It's not just getting it to 90x90 pixels, it's about getting the file size to 6kb maximum.

I know, I couldn't remember the number, but 90x90 is the required pixel size, the rest will be the depth of compression why people sometimes pop it. There is a help screen.

How I get my album art to 500 x 500 if I can't find one already prepared. Picasso editor works.

I 'located' paint shop pro X for pc, and used that.
Cropped and resized to 90x90 on there, then when saving, set jpeg compression to auto, and the resulting file is about 5k..

GIMP is my go-to free image editor
Belluszyra's missus, go ask him about the spec, I just drive ;)
