Reject the car!
I rejected a 5 month old Seat Leon FR 170 PS as not fit for purpose when the driver's door lock went tech (wrong).
2 Weeks later I had a new car!
The letter has to be addressed to the dealer principal.
So you need to find the name of the principal, you may find your branch of Arnold Clark may not be forthcoming
with this easily. Hope all goes well.
I have a contact number for a manager at Cust. Services if you want it let know and I will send it in private
I made a promise to them Not to put it on public domain

How hard is the process to reject the car ?

What steps do you need to go through and is there any Costs involved ?

Who do I tell I’m rejecting Car? Seat or Arnold Clark ?

All you have to do is put in writing to the dealer principal, stating your reasons for rejecting the car and the unreasonable time to repair it. NO COST
just to write the letter and deliver it in person and get a receipt so you can prove that they have received it

I didn't read all your questions. Your contract is with Arnold Clark they sold you the car, THEY ARE RESPONSIBLE not Seat UK
